Does e bike needs driver license to drive in hanoi?

The scooter Vinfast Feliz was in good condition, I enjoyed riding it in the city streets. Pretty powerful for two people even in eco-mode. Deposit was 2 mln or a passport. The staff speaks English and was accessible online (Facebook), answered promptly. But the battery loses power quickly. We only managed to make 40 km and it lost 60% (72 > 12%) of charge. We were given a charger but anyway it’s not much. Also we have booked a scooter the day before but when I came to pick it up the scooter was gone. I had to wait for 30-40 minutes in order for the staff to bring and prepare another scooter. And moreover there was no phone holder available. but the rest was good.
